Los Angeles City Clerk Launches New Legislative Management System That Makes It Easier for Residents to Follow What’s Happening in Their City

Los Angeles · October 26, 2026

The Office of the City Clerk today launched a new Legislative Management System (LMS) website that gives members of the public a simpler way to follow what’s happening in their city and weigh in on issues before the City Council.

Residents can find upcoming City Council meetings and their agendas on the website and follow an issue from the moment it’s introduced to when it’s voted on. They can also sign up to receive email alerts about the City Council, individual committees, or specific Council Files. And they can use the site to comment on any Council File, with each comment becoming part of the public record.

“We’re really proud of the new Legislative Management System. It’s extremely intuitive,” said Los Angeles City Clerk Patrice Lattimore. “We wanted to give the public a better window into the City Council as it legislates the issues that affect their lives. This site does exactly that.”

The new LMS makes it much easier for people to search through more than 500,000 documents and 172,000 Council Files dating back to 1970. Residents don’t need to know file numbers or worry about keywords. They can just type what they’re looking for, and the site returns the most relevant documents.

The new legislative management system is built on the Concourse platform. The same system also runs City Council operations, from document intake and agenda creation to recording votes and streaming meetings. It launched today, less than six months after work began in May.

“Projects of this scale are a significant undertaking. The speed at which this system went live is a testament to the hard work and leadership of the Office of the City Clerk,” said Thomas Smyth, CEO of Concourse. “Los Angeles is proving that modernizing government systems doesn’t have to take years.”
